Are you kidding me?
The last scenes in a movie, especially a SPielberg movie, sum up the entire story, put a finishing "period" on the character arc, etc.
This was a big deal, and it was so "stressing" that I felt the heavy hand of Steven, that's why I said before I hate most Spielberg endings, because he just puts so much over-effort into making absolutely sure that everyone, right down to someone with a room temperature I.Q. is going to get the meaning of the film.
You need to watch the film again, if you missed the huge importance of the last few minutes of the film.
The big deal that was made by him, about being a Nazi war criminal who had to run, etc., was to show how much he had sacrificed for them. If he got to kick back in Germany with all his money, he would have appeared to be not as much a hero. (Do I really need to explain all this? Just watch the movie.)

not true at all. if i commit a crime here in sweden, against a person in the states, i can and probably will be prosecuted in both countries. not true for all crimes, but intellectual property violations do indeed work like that. i don't say that any law was broken in this case, but if it was, nobody can hide behind the fact that the victim is residing in another country. that would be ridiculous.

If Spielberg had made E.T. in super8, would it have been a hit? And, what if he had just made E.T. itself out of papier mache? Would the actors have been able to believably cry when it flew back home?
